1 Name
The Club shall be called the WOTTON ROVERS Association Football Club and shall be affiliated to the G.F.A.
2 Colours
The colours of the Club shall be either Royal Blue or Claret and Blue.
3 Headquarters
The Headquarters of the Club shall be at the Pavilion Sports and Social Club, Wotton-under-Edge.
4 Objects
The object of the Club shall be to provide Association Football for its members and such social and recreational pursuits as may be deemed desirable by the Committee.
5 Officers
The Officers of the Club shall consist of President, Chairman, Vice Chairman, Secretary, Assistant Secretary, Treasurer, Youth Secretary, Commercial Manager, Child Protection Officer and Club Captain; all of whom shall be elected at the Annual General Meeting.
6 Committee
The Club shall be controlled by a General Committee consisting of the Officers and twenty other members, who shall be elected at the Annual General Meeting. The General Committee shall meet once per month, unless mutually agreed upon, and the proceedings at such meetings shall be duly recorded in a minute book. At meetings of the General Committee ten shall form a quorum. An Executive Committee, consisting of the elected Officers and three other members, may be elected.
7 Members
A member shall only be deemed as such when he has paid his subscription for the current season. Members shall not be eligible for team selection who have not paid their subscription by 1 September or 14 days after completing a league registration form, whichever is the later.
8 Powers of the Committee
a. The property and/or assets of the Club shall be on loan from Wotton and Synwell A.F.C.s and shall be vested in the General Committee. The General Committee shall have the power to appoint such sub committees as may from time to time be deemed necessary and shall receive reports of all such sub committees at its meetings.
b. The General Committee shall have the power to suspend or expel any member deemed guilty of conduct prejudicial to the good name of the Club.
c. The General Committee shall have the power to declare a seat vacant should a member absent himself from three consecutive meetings of theirs and sub committee's without an explanation deemed satisfactory.
d. The General Committee shall have the power to fill such vacancies as may arise in it's and sub committee's constitution between Annual General Meetings.
e. The General Committee shall have the power to co-opt up to five new members on to the General Committee between Annual General Meetings.
9 Club Membership
a. The members of the Club from time to time shall be those persons listed in the register of members (the Membership Register), which shall be maintained by the Club Secretary.
b. Any person who wishes to be a member must apply on the Membership Application Form and deliver it to the Club. Election to membership shall be at the sole discretion of the Club Committee. Membership shall become effective upon an applicant’s name being entered in the Membership Register.
c. In the event of a member’s resignation or expulsion, his or her name shall be removed from the Membership Register.
10 Life Members
All life members of both Synwell Rovers and Wotton under Edge A.F.C.s shall be deemed Life Members of the new club.
11 Annual Membership Fee
1) An annual fee payable by each member shall be determined from time to time by the Club Committee. Any fee shall be payable on a successful application for membership and annually by each member. Fees shall not be repayable.
2) The Club Committee shall have the authority to levy further subscription from the members as are reasonably necessary to fulfil the objects of the Club.
12 Annual Meeting
a. The Annual General Meeting shall be held not later than 30th June in each year.
b. The Secretary shall give seven clear days notice of such meetings to all members and shall advertise it publicly.
c. The Financial Statement and Secretary's report shall be received by the meeting which will also elect Officers and General Committee by paper ballot, if necessary, appoint auditors and transact any other business. Members only shall be entitled to vote.
13 Extraordinary General Meeting
a. An Extraordinary General Meeting shall be convened by the General Committee when deemed desirable or upon written request of six members to the Secretary with reasons.
b. The secretary shall give seven days clear notice to all members of such meetings at which 5% of Club members shall form a quorum.
14 Finance
a. The General Committee shall cause to be kept proper books of Accounts, which shall be audited yearly. Official receipts for all moneys shall be signed by the Treasurer.
b. The General Committee shall authorise cheques to be signed by two of the following: Chairman, Vice Chairman, Secretary and Treasurer if the value is above £100, otherwise one signatory shall be deemed sufficient.
15 Status of Rules
These rules (the Club Rules) form a binding agreement between each member of the Club.
16 Rules and Regulations
a. Wotton Rovers shall have the status of an Affiliated Member Club of The Football Association by virtue of affiliation to membership of The Gloucestershire Football Association. The Rules and Regulations of The Football Association Limited and parent County Association and any League or Competition to which the Club is affiliated for the time being shall be deemed to be incorporated into the Club Rules.
b. The Club will also abide by The Football Association’s Child Protection Policies and Procedures, Codes of Conduct and the Equal Opportunities and Anti-Discrimination Policy as well as it’s own policies on these matters.
17 Alteration to Rules
a. No alteration to these rules shall be made except at the Annual General Meeting or at an Extraordinary General Meeting convened for that purpose and only if supported by a majority of the members present and voting at such a meeting.
b. Notice of proposed alterations to these rules must be given in writing to the secretary fourteen days before the Annual or Extraordinary general Meeting and notified to members on notice of the meeting.
18 Other Business
Any matters not covered by the forgoing rules shall be dealt with by the General Committee, the decision of which body shall be final and binding.
19 Entertainments Committee
The Annual or Extraordinary General Meeting may elect an Entertainments Committee of five or more members, of which three must be members of the General Committee. This Committee shall be responsible for initiating fund raising and social events.
